Except as permitted by Federal law or regulations, BCTA is required, as a recipient of Federal assistance, to use third-party procurement procedures that provide full and open competition. Because bids and offers can at times be ambiguous, in its solicitation documents, BCTA reserves the right to request additional information before making an award. BCTA also reserves the right to seek clarification from any bidder or offeror about any statement in its bid or proposal that BCTA finds ambiguous.
