MATP

MATP provides non-emergency medical transportation to residents of Beaver County who hold a valid Pennsylvania Medical Assistance (MA) card. The Pennsylvania Department of Public Welfare funds the program. 

​Our program offers transportation, mileage or ticket reimbursement to help you get to medical care or services from Medical Assistance providers. We are required to provide you with the least-costly, most appropriate transportation service available that will meet your needs. MATP services can be used for medical appointments or most services paid for by Medical Assistance. The medical services include therapies, tests, dental visits, pharmacy trips, mental health treatment, drug and alcohol treatment, and trips to medical equipment suppliers. Beginning January 1st, 2026, Psychiatric rehab services will also be covered.

You cannot use MATP for emergency or ambulance transportation or for non-medical trips such as shopping or social activities.

Transportation Options​

Depending on where you are going, what your needs are, and the costs involved, we could provide you with transportation in one of the following ways:
- Public Fixed-Route Bus
- Shared Ride Van (Lift Equipped)

Ticket Reimbursement

If you live and your appointment is on our fixed route bus line, you are eligible for our ticket reimbursement program. Travel by bus to your appointment and have your medical provider complete your Physician Verification Form. You may then present your form in person or mail your form to the Rochester Transportation Center. We will then reimburse you with tickets for the travel expenses that you have taken after we verify your appointment and eligibility.

Mileage Reimbursement

​If you have a car available, or if you know someone who has a car and who can take you to your medical appointment, we will provide you mileage reimbursement if it is the least costly, most appropriate service available. We will reimburse you at the rate of 25 cents per mile. We will also reimburse you for your actual parking expenses and tolls if you provide receipts showing how much you paid. If you want to claim mileage reimbursement for a trip, you must tell us in advance. We will send you a form to fill out to tell us how far you traveled and whether you had any parking or toll costs and have the medical provider sign to verify that you were there. You can turn in your reimbursement request right after a trip, or you can wait until the end of the month. Invoices must be turned in by the first of each month.

Shared Ride

​You can schedule an appointment a week in advance up until 2 business days before the scheduled appointment.

You may bring someone with you as an escort at no cost to you in the following situations:

• If you are under 18, you can be escorted by a parent or other relative/guardian
• If you cannot travel independently or you need any assistance due to age, illness, physical or mental disability (a physician must fill out the escort verification form below)
• If you do not speak English, you can bring someone with you to interpret
• BCTA requires escorts for clients under the age of 14

An attendant or caretaker can accompany an MATP Consumer if the attendant is paid by an agency.

Inappropriate Behavior​

A passenger may be suspended from the MATP program for inappropriate behavior. Inappropriate behavior includes but is not limited to:

• Loud, boisterous, and/or obscene or offensive language
• Disruptive behavior or any behavior that jeopardizes they safety of any occupant of the vehicle
• Being under the influence of alcohol or controlled substances
• Violations of moving vehicle safety requirements of leaving the vehicle before the designated drop-off point
• Implied threats of physical action, either verbal or with weapons, toward other passengers, drivers, or administrative staff
• Property damage or threat of damage to the vehicle and/or equipment related to MATP
• Any transfer or misuse of public transportation tickets

​NOTE: Beaver County MATP may deviate from any of the above order of outlined inappropriate behavior given the severity of the offense. Inappropriate behavior that threatens the safety of fellow passengers or drivers may result in immediate termination from the MATP program.
